Land subsidy

Came across this in Bangalore Diary in http://www.outlookindia.com/diary.asp?fodname=20050328"Will somebody explain the logic of subsidising 2 crore sq ft of land to two cash-flush IT majors?" ( 43,56,000 sq ft & 1,52,46,000 sq ft)
